Driven rain and a cold wall head
Water can get in through open joints, a failed lining or defects in the concrete and track into the wall construction; separately, the concrete bridges the wall and chills the internal surface, so indoor moisture condenses on it.
Wind-driven rain loads both of these at once here. It pushes far more water into the joints than gravity alone would, and keeps the outer wall saturated for longer, which makes the wall head colder and the condensation worse still. Elevations facing the bay tend to deteriorate visibly faster than sheltered ones on the same house.

Removal, rebuild and the new roofline
Concrete comes out, the wall head's rebuilt in timber with insulation, we fit new fascia and a vented soffit, hang guttering at the right fall, and dress the covering and underlay over a drip into it. What you end up with is an ordinary roof edge that can be cleared and maintained just like any other.
On rendered Weymouth properties there's an extra step: the render usually stops against the concrete, so it needs cutting back, the wall head made good and the render returned neatly. We price that in upfront rather than springing it on you halfway through.

Lining versus removal on an exposed elevation
Lining can hold water back for a while, but liners have a limited service life and driven rain shortens it further. On an elevation facing the bay, we'd only really recommend it as a stopgap. On a sheltered rear elevation the case for it is a fair bit stronger.

Seals a joint and buys some time, but the cold bridge and the damp are still there underneath.
Line
Stops water getting in for less money, but every liner has a service life and will need doing again.
Remove & replace
Ventilation and redecoration can ease the symptoms, but they won't remove the thermal bridge or fix water getting in. What's right depends on the condition of the Finlock system and how it's built.
Access on terraced and tight-plot streets
